Located on the Legislative Mall in Dover, Delaware, the plans for this new archive call for the renovation of the 1938 Hall of Records, a two-story expansion over the existing below-grade State Records Center, and a new connecting entrance and public exhibition space. Moeckel Carbonell Associates Inc. designed the project in conjunction with a team of nationally recognized specialists in the programming, engineering, and operation of archival and records storage facilities. The design concept focused on creating a new publicly accessible and identifiable place, while maintaining control over the security of the records and documents under the new building's protection.
